City of Wylie 2022 Comprehensive Plan


The City of Wylie's 2022 Comprehensive Plan was adopted by City Council on August 23! The adopted plan is available on the Documents page. 


What is this project?

The City is undertaking a year-long process to update our 2012 Comprehensive Plan.


What is a comprehensive plan?

Comprehensive plans are long-range, decision-making guides for the future growth and development of the City.


How is the comprehensive plan used?

The plan: 

  • Serves as a foundation document that establishes and guides City policy,
  • Aligns the City’s plans into one comprehensive plan, 
  • Provides the basis for zoning and zoning decisions, and
  • Provides the basis for the City’s capital improvement planning (CIP).


How is the comprehensive plan being developed?

City staff and the consultant team will be working with a Comprehensive Plan Advisory Committee (CPAC) throughout the process to guide the plan’s development. The CPAC will be a group of people that represent different areas and interests within Wylie. The plan development process also includes two Community Open House events that will occur both in-person and online to provide participation alternatives for the entire community. Project Phases

Phase Complete

Phase 1: Plan Foundation

The process begins with a review and documentation of local and regional existing plans, demographic trends, and other key issues affecting the City. Next, community participation is encouraged to establish the vision for Wylie’s future. This participation includes an in-person and online Community Open House, a CPAC meeting, and a joint meeting with the CPAC, Planning & Zoning Commission, and City Council to outline the community’s goals for the next 10 to 20 years and beyond.

Phase 2: Plan Development

The consultant team will work with the CPAC to define the metrics to measure the City’s success at working toward its goals over time. Additionally, each goal will have specific strategies to guide the City toward achieving the goals. Primary involvement during this stage will focus on the CPAC members and City Staff.

Phase 3: Plan Refinement

Once the draft goals and strategies have been prepared, the community will be encouraged to learn more and provide feedback at a second in-person and online Community Open House. The community’s input will be presented to the CPAC to identify any appropriate revisions to the draft goals and strategies.

Phase 4: Plan Adoption

Once the community’s input has been incorporated, the draft plan will move forward to a series of refinement meetings, then will be sent to the Planning & Zoning Commission to consider a recommendation, and then to the City Council to consider final adoption. The adopted plan's implementation program will serve as the City's "to-do list" for the coming years.
